CMS Proposes MA Plans' Prior Authorization Policies are Subject to Equity Assessments

This week, CMS released its 2025 Medicare Advantage (MA) and Part D plan year proposed rule. Among the programmatic changes CMS is proposing is a requirement that MA plans must include an expert on health equity as a member of their utilization management committees and that the plan must conduct an annual health equity assessment of its prior authorization policies. In addition, CMS proposes to tighten restrictions on independent brokers who assist beneficiaries in selecting plans and to require plans to notify beneficiaries mid-year if they have unused supplemental benefits.
